Sidney Neb Cyclist, Jeff Phelps, of Team Rio Grand Racing is listed in good condition after being clipped by a semi early Wednesday morning.  Jeff lives in Sidney but is an honorary Fort Collins local since he rides for the Rio and races in CO often. According to local news station, KNEB.  Phelps was hit while riding his bike 7 miles East of Sidney on Highway 30. The semi, attempting to pass him, moved back into his lane when oncoming traffic appeared and clipped him. Jeff suffered a broken arm in the crash and was transported to Regional West Medical Center in Scottsbluff.
